BOYTON PARISH COUNCIL
MEETING
held on 10th February, 2021
MINUTES
PRESENT:
Clle Caroline Wheatley-Hubbard Chairman, Treasurer
Cllr Jill Adams Infrastructure
Cllr Sarah Palant Clerk, RFO (Responsible Financial Officer)
PUBLIC: None. Meeting held remotely.
1. APOLOGIES
21/01 Cllr Gary Treherne, Infrastructure
Cllr Phil Garratt, Planning
2. OPEN FORUM
21/02 Inclusion of the Parish Social History and History of the Church in the Parish Council Website.
This was discussed and it was noted that some parishioners were not happy about having an “open” website. Indeed, historically there has been very little enthusiasm for a Parish Website (in the response to the Parish Plan 66% saw no requirement for such). It was also noted that this inclusion may set a precedent for other items which would require assessing and possible constant updating.
It was felt that the best solution might be for a “link” to be put on the Parish Council website to enable access to the two Histories on their own platform.
3. DECLARATIONS of INTEREST
21/03 There were none.
4. APPROVAL of MINUTES
21/04 The Minutes of the Meeting held on 4th November, 2020 were approved as a correct record. Due to this Meeting being held remotely, they will be signed at a later date.
5. MATTERS ARISING
21/05 Corton Finger Post
The upkeep of the signpost is the responsibility of the Parish Council. It will be cleaned and made secure until possible funding from ANOB (Area of Outstanding Natural Beauty) for replacement can be obtained.
ACTION: JA/Clerk
21/06 Boyton Bus Shelter
This is used infrequently – mostly by cyclists for shelter. The question is, is it necessary? Could it be removed? Would there be objections from Boyton residents? There is the possibility of checking with homeowners.
ACTION: JA/Clerk
5. INFRASTRUCTURE REPORT
21/07
Parish Steward Scheme
On the visit of 11th November the PS cleared leaves from and checked that drains, gullies etc in Corton and Boyton were clear, photo evidence provided.
On the visit of 9th December the PS managed to do some drain clearing before being called away on winter services, photo evidence provided.
The scheduled visit on the 19th January did not take place because the PS was called away to repair potholes. He returned to Corton on the 28th January and tried to unblock the drain opposite Penn Cottage without success.
Reported work to WC
- Case no 00012246 Drain opposite Penn Cottage blocked, reported on 6th January.
- Case no 00012248 Drain opposite Homecroft blocked, reported on 18th January.
3.Because there had been no movement on getting these drains unblocked and as through the winter they can potentially cause issues both with flooding and ice, in the last couple of weeks many attempts have been made to make contact re a tanker visit. Having worked through several contacts with no success, there is a possibility of a tanker visit in March.
